Given the dire condition of the state’s economy and enormous public support for legalization, proposed bill 390 might be one of the smartest moves yet to bring in a projected $1.5 billion into the state’s coffers from taxation of legally cultivated, purchased, and consumed marijuana. Marijuana would be legal for those of 21 years of age or older to purchase and responsibly use under the law. California is once again showing the courage that much of the rest of America expects in social experimentation.
